A friend and I have been working on this kind of democracy for a few years. We call it Synergy Nation but Liquid Democracy sounds a lot better (as the idea of nations has to be composted) To describe such a system, something like facebook comes to mind, or an open forum. The idea of governments using such a system, whether local or not, is anathema to this system working, because all governments are old democracy, hence top heavy. So imagine something like facebook but with a few provisos: 1. No censorship (let the people decide and work out what to throw out). 2. Totally open, including transactions (this is based on the ideal that everybody knows what you know, information is the ultimate). 3. Sponsored invitation (everyone has to be “sponsored” in by someone. They can be unsponsored anytime also, but they can also be responsored. No limit to this but it all goes on each persons’ reputation score. This is an extra level of trust assurance). 4. Each person can submit a proposal (the proposal is followed through the phases: Phase 1: Video or article with the proposal. Phase 2: Open discussion period, with a discussion closing date given. Phase 3: Revision of Proposal. Phase 4: Goes to a vote.

The proposer is the promoter and follows through to the end even to the point of proposing the project management team. Everything will be voted on. Eventually it becomes “second nature”.

A filing system for ease of finding information must be created and smart search engines developed for enhancing the ability to search for specific information if needed. Much focus will be needed to write the software so that it is a pleasure to use.
